It is located at the foot of Ishizuchi (altitude of 1982 m), where mountain worship is practiced. It is the head temple of the Shingon sect Ishizuchisan, and is also the root dojo of Shugendō. While the founder of Shugendō, En no Ozunu was training at Ishizuchisan, he sensed that Gautama Buddha and Amida Nyorai both appeared as Ishizuchizaogongen to relieve people of suffering. It is said he founded the temple by carving the statue of a noble character and enshrining it. It received much devotion of successive emperors and the Saijo clan lords and flourished greatly. Every year on the occasion of the official "mountain opening" in July, tens of thousands of people dressed in white gather to climb Ishizuchisan.
